Non-Exam Applications


Pay by credit card, debit card, electronic funds transfer or check made payable to the Washington State Bar Association. All bank card transactions are subject to a separate non-refundable transaction fee of 2.5%. There is no transaction fee for payments by electronic funds transfer or check.


Washington Lawyer and Limited Practice for Lawyers Application Fees

House Counsel Applicants, Foreign Law Consultant Applicants, and all Attorney Applicants, except for applicants eligible for military spouse admission by motion under APR 3(c)(2), are referred to the National Conference of Bar Examiners for verification and investigation of the information in the application.

You have one year from the date of submitting your application to complete the admission process. After one year, you will need to submit a new application and fee. You may withdraw your application at any time subject to a $300 nonrefundable administrative fee. Fees paid to the NCBE are also nonrefundable.


Admission by Motion Application Fees

Admission by Motion: $620 + additional NCBE Investigation fee  (NCBE will contact you). Admission by Motion applicants are required to pay an investigation fee to the National Conference of Bar Examiners (NCBE).  After review of your application by the WSBA office, the NCBE will contact you and provide you with NCBE payment and authorization and release forms that will need to be executed by you. 

Military Spouse Admission by Motion: $620


UBE Score Transfer Application Fees

Attorney UBE Score Transfer: $620 + additional NCBE Investigation fee (NCBE will contact you). Attorney UBE Score Transfer applicants are required to pay an investigation fee to the National Conference of Bar Examiners (NCBE).  After review of your application by the WSBA office, the NCBE will contact you and provide you with NCBE payment and authorization and release forms that will need to be executed by you. 

General UBE Score Transfer: $585


House Counsel APR 8(f) Application Fees

$620 + additional NCBE Investigation fee  (NCBE will contact you). House Counsel applicants are required to pay an investigation fee to the National Conference of Bar Examiners (NCBE).  After review of your application by the WSBA office, the NCBE will contact you and provide you with NCBE payment and authorization and release forms that will need to be executed by you. 


Foreign Law Consultant APR 14 Application Fees

$620 + additional NCBE Investigation fee  (NCBE will contact you). FLC applicants are required to pay an investigation fee to the National Conference of Bar Examiners (NCBE).  After review of your application by the WSBA office, the NCBE will contact you and provide you with NCBE payment and authorization and release forms that will need to be executed by you. 


Indigent Representation Under APR 8(c)

No fees, but in order to apply you must have applied, or waiting to apply for the next Washington lawyer bar exam, or while your application is pending for Admission by Motion or UBE Score Transfer.


Rule 9 Licensed Legal Intern

Rule 9 Licensed Legal Intern: $50 application fee. Applicants who will be practicing solely in the course of enrollment in a law school clinical education program that provides free legal services for low-income clients are not required to pay the $50 fee during the period of enrollment.


Law Clerk Program APR 6 Fees & Deadlines

Complete the online application and pay the $100 application fee by the appropriate deadline.

Applications are due 60 days prior to each Law Clerk Board meeting. WSBA may ask you for more information. WSBA will assign an individual Law Clerk Board member to meet with you before the board's review. You will be notified of the board's decision within one week after the board's meeting. The Law Clerk Board makes determinations on enrollment and advanced standing in the program. Once you are enrolled, a fee payment is required each calendar year (currently $2,000/year). The Law Clerk Board and WSBA staff monitor participation in the program, but the law clerk and tutor study independently as they complete the course of study required by the regulations. A minimum of 32 hours per week performing the duties of a law clerk, including work and study, is required. The tutor is required to give at least three hours each week of personal supervision to the law clerk, which should include discussion of the law and cases and the critical analysis of the law clerk's written assignments
